CBP Issues Guidance on Imports of Steel from Mexico under Section 232

  • Effective Date: September 10, 2024
  • Affected Regions: North America
  • Advisory Type: Tariff

Dear Valued Customer,

On September 6, 2024, U.S. Customs and Border Protection (CBP) issued operational guidance on the increased duties of 25 percent on certain steel imports and certain derivative steel imports that are products of Mexico and melted and poured in a country other than Mexico, Canada, or the United States.  These additional duties have been effective since July 10, 2024, as issued in Proclamation 10783.

CBP advised the following classifications to be required at the time of entry:

  • Heading 9903.81.85 steel articles
  • Heading 9903.81.86 derivative steel articles

CBP reminded importers of the following requirements to import steel or steel derivative products.

  • A steel mill certificate is required for such articles, regardless of whether eligibility for an exemption from the 25 percent ad valorem tariff is claimed.
  • A steel mill certificate is required to be submitted via the Document Imaging System (DIS) in ACE.
  • The ACE functionality to report the country of melt and pour for primary steel and derivative steel will be effective on November 21, 2024.
  • The full notice also covers the specifics on steel and derivative products covered by these proclamations by 6-digit harmonized tariff classification, foreign trade zone operations and exclusions.
